CCN - the Cycle Campaign Network. The local (Oxford) group is Cyclox.
You can find second hand bike in a peer-to-peer manner on Gumtree or Facebook marketplace - but be aware that second hand bikes can be riddled with issues, so always politely ask to test ride it before buying, and be ready to turn down the offer it you don't like the bike.

mapy.cz - a hiker and cyclist friendly map with a more comprehensive record of cycling and walking routes. Routes recommended by this map is typically better than routes recommended by Google.
Cycleweb - another cycling information page which has a list of Oxfordshire bike shops. Google maps searches for bike shops in Oxford, Abingdon, Wantage, Wallingford and Didcot (although these miss some shops on the Cycleweb list).
Oxfordshire County Council cycling resources - maps, advice, local bicycle shops, safety,etc.

OpenCycleMaps - a Google Maps-style mapping of National Cycle Routes.
Cycling UK - the UK's national cycling organisation. They have a very handy What Bike? guide.
Wantage Cycling UK - friendly local cycling club.
Online cycling shops include Tredz, Wiggle.co.uk, Evans Cycles, and Cyclestore, but there are many others. Unless you already know what you're getting, it's not entirely recommended that you buy a bike unseen as it may turn out to be the wrong shape for you.
Liftshare - To reduce car usage, you can share a ride with a fellow employee.
GiveUpYourCar - a website to encourage reducing your car use.
NuttyCyclist - more useful information, including basic maintenance (gears, chains, punctures).
Bike Support - Mobile bicycle repair and servicing.
